DJ NEL E NEL, born Nelson Carty and also known as Mandela and billed as Nel E Nel Blends, is a Jersey City blends mixtape legend, DJ, and producer with credits extending from the local scene to nationally known artists.

His production and blends credits include work with Joe Budden, Ransom, PnB Rock, and N.O.R.E., and per the archive's founding oral history, his resume also includes credits with Kodak Black and the duo Hitchcock and Ransom.
He is said by the scene's oral tradition to have put out a Notorious B.I.G. album ahead of its official release, a claim that awaits a second source but reflects his standing as a first-tier figure in Jersey City's mixtape culture.
By community account he won the Winter Blaze 2000 DJ battle held at the Jersey City Boys and Girls Club, the city's premier battle competition of that era.
He sold mixtapes through Stan's Square Records alongside the city's top DJs and remains active on Bandcamp and Instagram as @nelenelblends.
He is repeatedly named among the community's favorite Jersey City DJs in the Chill Town documentary, cited across generations alongside DJ Wimpy Bee.
He is part of the Presidential Beats production team — the beat-making arm of Orlando Wharton's Presidential — alongside Producer Mayor.
